VALLEJO, Calif. – Vallejo City Unified School District (VCUSD) announces the appointment of Kristen Hardy as its new executive director of special education. Hardy brings more than 20 years of experience in special education, program development, and school administration, with a deep commitment to inclusive and equitable education.

In this role, Hardy will oversee special education services across the district, including all programs for students with an Individualized Education Program (IEP) through age 22, ensuring that students with disabilities receive high-quality support tailored to their needs. Special education plays a critical role in VCUSD’s mission to provide equitable access to education, and Hardy’s leadership will strengthen the district’s ability to serve diverse learners effectively.

Hardy’s career spans multiple roles in education, giving her a comprehensive understanding of special education from various perspectives. She began as an instructional assistant before becoming a special education teacher, school psychologist, and principal for both general and special education. She has served as a special education program supervisor, Special Education Local Plan Area (SELPA) director, and district administrator, most recently as program supervisor of special education for Berkeley Unified School District. She has also led special education departments in Mountain View-Los Altos Union High School District, Jefferson Union High School District, and West Contra Costa Unified School District.

Her expertise includes compliance oversight, inclusive program design, and supporting students with Autism Spectrum Disorder (ASD), emotional disturbances, and learning disabilities. She has successfully led efforts to restore compliance with Individualized Educational Plan (IEP) timelines, transition districts out of significant disproportionality, and implement evidence-based instructional practices, earning national recognition for her work.

Beyond administration, Hardy has contributed to the field as a university instructor, curriculum developer, and coach for educators and administrators. She has taught graduate-level assessments, curriculum development, and special education compliance courses at California State University Channel Islands, East Bay, and Holy Names University.

“Ms. Hardy’s dedication to student success and her expertise in special education will be a tremendous asset to VCUSD,” VCUSD Superintendent Rubén Aurelio said. “We are excited to welcome her leadership in advancing equitable outcomes for all students.”

Hardy’s first day with the district will be Tuesday, March 18.
